Federal prosecutors are seeking to drop narco-terrorism charges against a man they have alleged is one of the gang’s leaders.

U.S. District Judge Dana Sabraw on Thursday ordered the federal government — again — to reinstate lapsed contracts with legal support and social service providers in order to remedy its breach of the settlement agreement.

Habba’s term was set to expire this week, and federal judges in New Jersey had moved to appoint someone else to the position.
