Scott County Attorney Kelly Cunningham said she will not pursue criminal charges against the owner of the apartment building that partially collapsed in downtown Davenport in May of 2023.She said she did not find enough evidence in the Iowa Department of Criminal Investigation’s report on the collapse to warrant any arrests.
